Register for both tax types together
You can register for both income tax (withholding) and unemployment tax in one place.
- After registering online, you’ll get a temporary account number. Do not give this number to Pay-Net.
- Your permanent withholding account number and tax deposit schedule will arrive in about two weeks. This is the number you should give to Pay-Net.
To register for both tax agencies:
- Visit the OneStop Online Business Registration.
- Read the information and scroll down, then click Continue.
- You’ll go to the UtahID website.
- Click Create an account and follow the steps.

Unemployment tax information
Most companies in Utah must start paying unemployment insurance tax once they have:
- Paid $1500 in wages during a calendar quarter or;
- Had at least one Utah-employee working for any part of the week, for 20 or more different weeks during a calendar year.
Once you register, you’ll get:
- An Employer Registration Number, starting with either R- (for reimbursable employers) or C- (for regular employers).
- Your Unemployment Tax Rate (also called the “Contribution Rate”).
- If you do not know your rate, call (801) 526-9235, option 3.
If your company only needs to pay state withholding taxes and not unemployment taxes, you can register directly with the Utah Tax Commission.
Running payroll before you're required to pay unemployment tax
If you need to run payroll but do not yet meet the requirements, or are in the process of registering, Pay-Net can run your company under an “Applied For” status.
